OPERATIONS & ENGINEERING CLERK
I. OBJECTIVES
A. To provide assistance to the Manager of Engineering, Maintenance and Construction in constructing and maintaining a digitized mapping (GIS) system.
B. To become an effective part of the engineering team by becoming familiar with the overall operation of the system and contributing ideas that will assist in improving the overall effectiveness of the Cooperative’s operation.
C. To inform the Manager of Engineering of all items pertinent to Management decisions.
D. To design and lay-out additions and alterations of all electric facilities including multi-phase facilities in the most efficient and practical manner consistent with approved construction methods.
E. To support the Policies of the Cooperative and to adhere to those policies in every situation, where applicable.
II. RESPONSIBILITIES
A. Accepts responsibilities to assist in designing a digitized mapping system and the installation of facilities that will meet the objectives outlined above.
B. To become familiar with the engineering and mapping system utilized by KEC, and to update and maintain these systems on a daily basis. Field work outside of the office may be required to fulfill the duties of this position. This field work could include working in uncomfortable weather conditions such as extreme heat or cold.
C. To assist the Dispatcher in any way to expedite the delivery of service orders, trouble calls, outage calls, etc. This includes performing the duties of the Dispatcher in his/her absence.
D. To communicate and cooperate with other departments to meet the needs of member/owners.

E. To become thoroughly familiar with Line Extension Policies of the Cooperative and to be able to explain these policies to the member/owners.
F. Observe and follow all safety rules and standards.
G. To become familiar with the installation of all metering equipment. This will include becoming familiar with Power Quality equipment and related software.
H. To consult with the Manager of Engineering providing information on large power loads and to assist in the computation of charges necessary to serve such loads.
I. Must be able to attend trainings and schools that may be away from the Cooperative for extended periods of time.
J. Performs such other duties as may be assigned by the Manager of Engineering, Maintenance, Construction or General Manager from time to time.

A. Reports To: Reports to Manager of Engineering.
B. Directs: None
IV. RELATIONSHIPS
A. Internal:
1. Manager of Engineering: To assist and inform as necessary on all matters pertaining to Engineering Department happenings, events and occurrences.
2. Manager of Operations: Maintains communications with the Manager of Operations, as necessary to provide information required for operational decisions.
B. External:
1. Member/Owners: Explain Cooperative policies, procedures, services offered, and rate schedules. To provide information and advice to members as the may request, and does everything possible to maintain good relations in all contacts with members and the general public.
V. QUALIFICATIONS
A. Must have mathematical ability to compute information relevant to this position.
B. Must be a self-motivated individual that has the ability to work continuously on a computer or computerized system for many straight hours each day.
C. Must have a minimum of six-(6) month’s experience using computers for data entry.
D. Must possess or gain knowledge of construction and design characteristics of electric facilities that will comply with RUS standards and meet National Electrical Safety Code requirements.
E. Must be familiar with line apparatus, such as oil circuit or vacuum re-closures, step up/down autotransformers, auto boosters, distribution service transformers, voltage regulators, current transformer metering and any other apparatus pertinent to the operation and maintenance of the system.
F. Must have the ability to learn and use Access Database to create and run reports and queries in the CIS, OMS, AMR, and GIS systems. The ability to write Access database queries is preferred
G. GIS experience preferred. This includes but is not limited to working with ESRI based mapping systems.
